Goals of Institutionalizing Research Openness?

In thinking about institutionalization of norms and practices that encourage research openness, what are our goals in transparency and beyond and how should they be advanced to shape the discipline?

Rather than transparency, we should be having a discipline-wide debate about external validity and whether certain methods (e.g., survey experiments) yield results that tell us anything meaningful about politics. We should be asking big questions about legitimacy, democracy, political order, capitalism, and interests. And we should be investigating these topics in their full complexity, not boiling one of them down to a single proxy variable and one or two controls that are studied on a more-or-less homogeneous and unrepresentative undergraduate student population.
