I understand the costs of releasing data, in terms of time and increased competition. I'd say that once a significant article or book is published, any embargo is difficult to justify, and may well be counterproductive (in terms of the impact of the work).

One quick thought about this. It seems to me that different researchers will require different levels of sensitivity, if not in terms of response categories, then in terms of dimensionality. For example, it seems common for large scale projects to code multiple aspects of a document. Related project...
